Why Portuguese Banks Often Finance Development Later
It is the most common frustration in Portuguese development: the bank will discuss construction finance, but only once the licence is approved and the pre-sales are flowing. Here is why that line exists — and what fills the space before it.

The direct answer
Banks finance later because their model is built to lend against resolved risk. Construction lending works when the licence is approved, the costs are contracted, the pre-sales cover the lending, and the borrower has completed dossiers before. Before those milestones, the risk is not priced — it is simply outside the model.
That is a rational position for a regulated deposit-taking institution, and it is not unique to Portugal. The consequence is a structural gap: the phase that creates a project's value — acquisition, licensing, pre-sales — is the phase with the fewest conventional lenders.
The three milestones that unlock bank debt
- Licensing approved: the municipal licence converts intention into a buildable, permitted project.
- Pre-sales coverage: contracted demand that de-risks the sales assumptions.
- Construction readiness: contractor, costs and timeline documented to the bank's standard.
What fills the earlier gap
Developer equity, senior-secured private lending, and bridge finance. These carry the project while the milestones are earned, secured on the asset, and repaid from the bank facility or sales when they arrive. The cost is higher than bank debt; the alternative is often not doing the project.
This is the segment Verde Capital was built for: short-term, senior-secured facilities of €1–5m that finance the stages between buying the land and being construction-ready, with indicative terms within 24 hours.
What this means for the housing market
Portugal's accumulated housing shortfall — roughly 300,000 homes over the past decade, according to Banco de Portugal's 2026 reporting — makes the speed of the early phases a policy-relevant question: projects that wait for capital wait while the shortage compounds.
Demand alone does not make projects profitable or loans safe — but a financing market that reaches the early stages determines how much of the needed supply can actually be delivered.
The limitations of this argument
Early-stage lending is not a public good by itself; it is higher-risk credit that must be underwritten honestly. Licensing delays, cost inflation and market softness are real, and a lender that ignores them is simply allocating the risk differently, not eliminating it. Nothing here is financial advice.
